looks like a biker, and he's hit one of those poles on the barrier which has removed his head, theres a bikers petition against those types of barrier as they easily remove limbs from bikers when they hit them  |

I wouldn't be surprised if his head was ripped off by his helmet. His head could have been stopped by the barrier but the rest of his body kept going.
