It's pretty obvious the Mexican National Defense truck was driving down the highway coming up on the cartel on the opposing side. They exchange fire as the MND truck crosses the median and pursues them. It's night time and the road is dusty, but they're in pursuit of the vehicle probably a couple hundred yards ahead. Brake lights may be shot out or the cartel vehicle may have turned off its lights to evade. You don't need the cartel truck to be 10 feet in front of them to tell what's going on. They're not shooting at random buildings and the road to celebrate a Friday night out. At the end the cartel truck is ran off the road.
