How the hell could it fall on his neck? The rail is intact. That dude was either ejected or was hit hard enough to throw his body there where his head slid under the rail. Look closely at the facial trauma.

You might be right about his head sliding under the rail, but he doesn't have that much facial trauma. At least none that looked like his head slid under there. His face looks bloated as if he was choked.
