Man Shoots at Police, Police Shoot Back
Police were in search of this guy for some time. The guy did not want to be taken in, so when police arrived, he opened fired on him. Police fired back killing him. He had a pistol, shot gun & a knife in his possion. No idea what happened to his arm.

I think he was resisting arrest. So the police broke his arm first, and when he still resisted they killed him.
