To my trained eyeballs I would say that's actually congealed blood. You see a lot of that if the ambient temp is cooler, those big plops of blood goo. In the ER we use this powder on all "wet" messes like, blood, vomit, etc. to clean up spillage. It sucks up fluid and then turns it  into gel for an easy clean up. That's what this guy's "spillage" reminds me of.
