I'm not sure if this is true, but I was visiting a friend in San Salvador back in '92, and I saw a newspaper clipping where the police had shot to death an armed robber and murderer. They were pointing at the individual, like in Kel's pic, and when I asked the friend with whom I was visiting why they did that, he said the police only do that when they shoot down a known murderer, such as they had done with Pablo Escobar. Like I said, I don't know if it's true, so don't cut me to shreds on this.
