Man Found drowned and chained
19th August 2016, Phnom Penh, Cambodia - The body of an unidentified man was found floating and bloating in a waterway. When the body was recovered, it was found to have it's ankles shackled with a heavy chain and secured with a padlock. There was clear evidence of trauma to the torso. I think someone wanted this guy dead, and didn't have enough concrete for boots.
