Why does it look like he was burned on his shoulders? I mean, other than that and the one bruise on his chest, I don't see a whole lot.

I could be wrong, but I think it's the beginnings of decomposition. It's called maceration, or skin slippage. If you look at the other pictures you can see what look like blisters and some of them on his leg look like they just popped. I think spots around his neck are the blisters that have popped and the skin was washed away.
