Because the Cartels use taxi drivers quite extensively as 'halcones' (hawks) in most cities in NE Mexico. Halcones serve as lookouts, couriers, and an early warning system to inform their bosses about encroaching policia, Federalis, and rival narco-thugs. Because the halcones are very much on the 'front lines' of the drug wars, they are extremely expendable and will very often be taken as casualties. Likewise anyone who happens to be riding in them at the time. Rival gangs will also often use an enemy's taxi cab as a body dump to make certain that the right people get the message. No faster way to get the point across than to deposit a body in the back seat of your main rival's early warning system. |
