In Istanbul, a person committed suicide by chopping two women into pieces, cutting off the head of one of them and throwing her off the city walls by jumping from the city walls.

The photo of the murderer shows him with what looks like a hangman’s noose around his neck. If that was him dropping off the building I’m guessing it wasn’t attached to anything other than his neck. He looks oddly satisfied.

It's low quality but yes, you can see here he had a noose around his neck.

In the video, you can also see that he initially drops straight down, then his position "breaks" at the point where he was supposed to stop and hang.
