Like many laws in India they are on the books but not often enforced. When a Hindu wants a steak he sells his cow to a Muslim (where possible - Muslims aren't everywhere in India) and the Muslim does the slaughtering. Then the Hindu, not having actually killed the cow, can eat the steak with no compunction. See how nicely the religion works.
