Looks like a man to me, I'm not even sure this is a female for some reason. What is interesting is what is on the left hand side of the picture on the towel, I can't identify what that is. Gein hated blood, he would have cut off the head first to drain the blood away upside down.

Actually I don't know any bg on this pic. I've seen it on several gore sites, but all had varying stories. I don't think anyone knows except the perp and the cops. Sorry. I said "Been there, done it," because I've seen this pic so many times even on this site  .
