If im correct, the photo is part a set showing a facial reconstruction made in order to identify the victim: Russia, i guess. Fingerprints were removed, and teeth aren't recorded on a database so only DNA would help to positively identify him, but there's only a small amount of records to compare his data with, while with mugshots, relatives of missing people, publication of the pics (but the gory one) on newspaper you'll have many more chances. I don't know if they managed to identify him after all that hard work, but they sure had some fun        |
