No.

If the victim is found alive, and deemed "salvageable" at the scene, the clothes are cut off the body with scissors, and discarded into the biohazard bin.

If victim is dead at the scene, the clothes are discarded in the biohazard bin...but not sure if they get cut off the body, or what...
expert here.

Yeah...I don't know.
Maybe different protocols for different types of trauma.

I think the only reason they cut car wreck victims' clothes off is they have to be careful with positioning of the body, assuming the POSSIBILITY of a spinal cord lesion (if it's a complete lesion, of course the victim is automatically paralyzed...but if it's an incomplete, then moving the person around by properly removing jacket and pants could seriously increase the severity of the injury).

Either way-
It's cool you made it through whatever it was, and it sucks your friend took a bullet.
Yeah he was a K9 officer for DoC took a lot of buck shot, like 6 pellets, to the chest. And I was in a bad wreck too. (the thread is old as fuck 2011 but i posted pics) But its all good I take nothing on here personally man. and sometimes im just an ass/sarcastic.
