Zoom in where the guy has his left leg. You can see how the log is cut in a perfect vertical line of pixels. The guy was added to the picture. You can see the blurring all around him to conceal the paste.
Then check the cut of the girl, perfect horizontal line of pixels. She was cut with a Photoshop scissor.

it looks like a still from video... if you take a snapshot from crappy video where things are fastmoving you will have smaller pixels where theres no movement and large pixelation where theres fast movement. IMO
