I couldn't find any news about a decapitated body at 51st & Southern, but there was a motorcycle accident at 47th & Southern. A 23-year old man named Hernan Herrera was speeding on a motorcycle and hit a cross with his head, decapitating him instantly. (I've attached an image of the cross that he struck.)

A man was decapitated in a motorcycle accident on Saturday morning, after crashing into a cross near 47th and Southern Avenues.

The motorcyclist was killed after crashing into the cross that had been erected outside a church, according to Maricopa County Sheriff's Office, and the victim was decapitated in the incident. A spokesperson for the sheriff's department says speed was a factor in the deadly crash.

The area near the crash will remain shut down while deputies investigate the deadly crash.

I'm not 100% that this is the same decapitated body you witnessed, but it is very close to the area you described, WC. But the odds are favorable that this news story and your headless body match up.
