Actually, this is someone's (other than the idiot hanging) blog. He's just talking about how pissed off he is because his car broke and all his day apparently went wrong for him. Now, at the end he says that he feels like he's hanging from his testicles because of how he feels. That's why he put that picture, which is totally unrelated to him.
