the town was a target for motorcycle gangs and when villagers saw a guy on a scooter/motorcycle (hard to tell the difference in asia as the honda wave looks like a scooter but is a motorcycle) they decided to shoot the alledged hoodlum.

He lost control and fell but when the local police tried to draw a chalk outline he kept on moving so they had to shoot him to stabilize the accident scene.
