How do we know the dude died?
He died @ 13 'o clock at the hospital.

As for the blood, he was bleeding before, he walked for 200 meters before falling down: he was already in agony in some of the photos, he died 1 hour 30 minutes after he was shot.

***Update
The shirtless black-belt-pointer-police- commissioner shown in the OP caught the murderer (a 16 years old).
His brilliant operation (he coordinated the investigation by GATI (Grupo de Apoio Tático Itinerante) and maybe by CTU (Jack Bauer included) deserves an acknowledgment so i'll post an extremely hi-res photo of him
( in the meantime he retrieved his V-Neck T Shirt, which turned out to be totally useless during the operation)
