I wonder how long they have after pulling the body from water to do something like this? Like could they still do it if the body completely dried out? Or would they just give him the hose until the body(or hand) was nice and soggy again? Or is water even relevant at this point?

After a day or two, the upper skin layer has absorbed so much water it starts to separate from the underlaying tissue. After about two weeks the skin is just like a sock and is completely separate, it just pulls right off.
