I just thought of something. Maybe part of the reason all of the rescue workers gather around the bodies is that the photograph provides a physical record of exactly who worked at each crash scene. This might be helpful in a case where there was further inquiry or a long, drawn-out lawsuit.

Maybe to prove that they worked the scene and deserve compensation. Those asian countries are poor and and rice ain't free.
