I didn't think 440v came through residential homes...?

That's not a "defect". It's a damaged power cord that was taped up improperly and it left live wire exposed.

You guys in the UK use 240v in everyday household appliances though don't you?

In Canada pretty much everything is 120v, unless its a dryer, stove etc then its 240v...... Everything over that is 3 phase, usually only found in an industrial setting.
In the end though the power in your house can be whatever the transformer outside allows it to be.
