Perhaps a faulty fire escape. I cant tell what is at the top of the first picture, it would probably explain alot more. But note the open window with the screen falling out.

(according to "sadlad" these women were trying to escape from a burning building, its another theory, use YOUR imagination)

Also, what hit the ground first, the flower pot, or the broads?

Thing at the top looks to be a fire truck extention ladder... they are prob jumping to escape the flames of a fire.
