Keep in mind not everyone in a Third Reich organization was a Nazi. The swastika after all was the national ensign. This joker was more likely some hapless dude all spiffed out in his block warden uniform, probably died trying to help his "wards" to safety (as did his wards). The Dresden area wasn't big on Nazis.
