There are Asians in California who manufacture fireworks at home on a commercial basis. In the mid-nineties, in The Avenues in San Francisco, one of the home workshops blew up and took out the entire house, along with whatever occupants there were.
I think I remember that incident. Fireworks have long been illegal in California, largely because of the enormous fire danger (this is a dry, hot state). They even outlawed sparklers.

Everyone in the bay area knew that if you wanted to buy firecrackers, you just had to go to Chinatown in San Francisco. That was true back in the 80s and is probably still true now.

fireworks are pretty legal in Brazil... you can even buy dinamite quite easily... sometimes a firework factory or 2 explodes, but no big deal...
It used to be common in the United States for ranchers and farmers to have dynamite. They used it to clear rocks and stumps from the fields.

Fireworks are still legal is about a 1/3 of the cities in Cali. It is up to the individual cities in LA county and OC to decide if they want to allow them. Although they are only the safe and sane legal fireworks, that is exactly what killed him. People are just dumb.
