Eyes were cut out definitely; see the surgical slice marks in a neat circle around the eye socket? Animals tearing at it would have left jagged edges, plus would have eaten on other areas. Eye removal usually means shame or an attempt to cover up the crime; he removed the eyes that saw him do this awful thing.
