lt looks to me, like they were hoisting up that window cage, coz the chain is still around it, also there are more on the ground, as they were pulling, the window cage has arked with the close electric power cable, causing the instant fatal death,and burns to the arms, of both men.

That's what I was thinking too...looks like a newish building and they were installing those cages to the windows...it must have flipped up and hit the wires or like you said arked....lovely OHS they have there...they shoulda had a guy on the outside guiding it up via a ladder.....
