I don't think this was decided by America. At the time, you have to think bigger "NATO", Cold War, and European Theater. Who can protect what, and what with  My father was in the 101st Air Borne. He was stationed in Austria as a tank commander. The ole man said there was only one way to stop the Soviets. Their job was to rush tanks to mountain passes to slow down the surge.
