Naw, that's normal for a body found in that deep a state of decomposition. It looks like his lower half has been affected by adipocere, which exacerbates the burnt look. Typically, when a human body is set on fire and allowed to burn long enough the fire only stays active until the subcutaneous layer burns off. The body will look charred and the skin will have retracted and split, leaving deep muscle tissues exposed. It's pretty grody.

Guys gotta learn that when you sink a dead body you have to split it open first. That way the gut is open and no gasses to float the body. The only reason they float is because of natural decay, gass is the number one casue of floating bodies. So remember people, if you want your dead bodies to stay on the bottom of the lake you must first cut the torso open from neck to pubic bone.
