Not everyone urinates spontaneously when they die. It is quite frequent in violent deaths, especially among women, but still not going to happen every time. Sometimes you see it, sometimes you don't. Not really surprising one way or the other.

The only time you're almost guaranteed to see it happen is with an asphyxiation death, where it occurs about 85% of the time.
