Found a news story which gives a little more detail.
Translated it pretty much says that they were having sex up against a window - apparently the Windows were too fragil and broke. Witnesses say they saw the couple clinging to each other as they fell.
And The local medias claim that the windows in the building are of a very poor quality.

I used to work for The Hyatt Regency in Sacramento CA where this exact situation happened.
