Ive no idea what a cartwheel spoke is but it certainly achieved beaten this guy to death!

I think a cart wheel spoke is from a motor bike or some other kind of motor vehicle.

I think it's the part that holds the center circle that attaches to the axle to the larger circle on a wheel. I can't explain it well...
