Yup, the three bottles of water definitely not enough, however if all the investigators would have gather around the burning body and peed on him or her maybe he or she would have survived.

Bit late for those bottles of water...
Or the bottles contained gas or some form of accelerant and were found there. Ive used water bottles to hold gas before when starting fires.
