The U.S. isn't doing anything because this problem seems to be working itself out better than we've ever been able to handle it, as you can see. It's easier to let the cartels (who aren't tethered by any pesky "rules of engagement") render each other into meaty street displays than it is to go trouncing around making it look like we give a fuck.

What if it was some crazy phycho serial killer that did it and just lived nearby threw the bodies out, left a note and blamed it on the cartel? everyone would believe it and no one would ever know or question the truth.
