The cuts are results of an Escharotomy its a surgical procedure in which the DR. slices the dead tissue away to allow it to expand when skin tissue is burned it constricts in this poor guys case were hes burnt on his chest and abdomen its a lot harder for him to breathe do to the constriction of his skin
