Yeah, He was hit at velocity though look at the body positin it slid some. But not as far as the bycle. Strange. One more pic. One more angle
It doesn't look like he slid at all, that bicycle most likely belongs to one of the bystanders.

If you look at his feet it seems like he fell into that position. I'd say he was getting his ass beat and someone threw it into his head.

If it had come off of a truck as another poster said then it would have hit him and continued on. That stone weighs a lot, it wouldn't have stopped on the road especially not the first place that it struck.
