Custódia, Pernambuco, Brazil. I'm presuming he was murdered, but I couldn't find any information beyond the location. I'm hoping he wasn't the dog's owner...

I think guy was injured in the head and dogs made a meal of it. The limbs would show evidence of mauling if dogs were the cause of death.
That's my theory.
