It's an optical illusion. The camera is only capturing images at 30 or 60 fps. The blades appeared to be moving much slower in the video than they actually were.

So in this guy's case, he was walking under the wing while it was dark out, loud noise from the engines running, and the blades would've been an imperceptible blur. He literally didn't know what hit him.

i have a client who worked for NTSB and now handles safety for a major airline.
he said prop strikes have been happening a lot more lately.
now its obvious to me how it happens. all it takes is getting overly comfortable around them after awhile, and then not paying attention and its all over in a split second.
