I say this is real..I imagine he has fallen/jumped from the road above. the fence has caught him falling slightly backwards impaling his head perfectly, the weight of his body and the speed of his fall causing the decapitation..

That's a great posting. He looks so peaceful. His head on the top of the fence looking like he is a sleep and his body on the gound taking a nap. How sweet!
