I believe it's Central America. The uniformed soldiers are government troops. The people in civilians are most likely anti-gov guerrillas. And, no, they're not innocent unless you sympathize with them.

i'd contest them to be somewhere in asia, probably indonesian army? the bound ones hardly fit the guerilla type, they are not guerillas.
