On August 4, 2017, a 48-year-old insurance company messenger identified in contemporary accounts as either Norberto Relacion or Mamerto Relacion was shot in the chest near the corner of Osmena Boulevard and M.P. Yap Street in Barangay Capitol Site, Cebu City. The shooting occurred at about 3 p.m. outside Coco Mall.

Police identified security guard Michael Manatad as the shooter and said the two men knew each other. Investigators described a personal grudge as the suspected motive. Police said Manatad later surrendered to the Cebu City Police Office Homicide Section and admitted shooting Relacion. No available account establishes whether he was on duty, employed at Coco Mall, or used a service weapon. The nature of the reported grudge was not disclosed, and no reliable follow-up establishes whether charges were filed or how the case was resolved.
