To answer why his pants are down - on the Policia website I got these pics from - it seemed most of the peoples pants were off or unbuttoned. It appears they do their CI work on scene.

what the fuck is a iron rebar
Its added to concrete to strengthen it when used in foundations. Its extremely heavy due to it being iron.
