Ok, I've found the original news. It Happened in a small town in northwest of Brazil. The police said that was not possible to send cars because a summer festival was happening in the city and all the cars were there.

On the day after, the police departament refused to investigate the crime because they must to wait 24h after the disappearance to begin the investigations.

They called the police, but were just told that they had no cars available.
Didn't the useless articles have pedal bikes or motorbikes like our force?? Festival or not, make some fucking effort. Now a poor child is dead
