there are plenty of spanish "skinheads", japanese, white, black, and all kinds of shit. the original "skinhead" movement was kind of a working class protest.... had NOTHING to do with race. the new nazi skinheads stole the look sometime in the late 70's early 80's i believe, and TRIED to emulate the tough attitude of the working class "traditional skinheads", hooligans, punks, etc.
