Looks like a suicide to me. The many shallow cuts are typical of what police call "hesitation marks". Someone who kills themselves by slashing or disemboweling often has to work up the nerve to do it, and aborted attempts like this are common. Note that the cuts are mostly on the inside of the arms and the abdomen.

Id say tourture as well. There is a tourture called death by 100 cuts. This would look just like it. Most die before they reach 100 anyway. Id like to know what the tubes sticking out of him are for.
