Its pretty much a clusterfuck of different sides in Syria. ISIS was just one of the separatist groups, not very popular among the rest. You got all these different sides, US backing some of them, Russia backing the rest. Judging from the article KH posted along with the video, theres at least 3 separatist groups that possess these weapons.

ISIS was in Iraq before it was in Syria and even before the Syrian war started, so they were never technically rebels, but did sometimes fight on the same side as them in 2013. Also the only forces that could arguably qualify as "separatists" are the YPG, because all of the other sides want to control all of Syria, not break away from it.

Yea, after launch the RPG is on its own. The TOW you continue to sight the target until the missile reaches the target. You could even change targets mid flight. I was also surprised, well maybe horrified, to find out they only cost about $60,000. Which probably means any unscrupulous arms dealer is probably selling them for less than $150K to anyone with cash. ISIS and oil income means terrorist all over the world now probably have them.
