I bet brain function lasted another 15-30 seconds after removal. Remember the severed head sticking its tongue out after 25 seconds? Crazy!
It's the muscles in the tongue and neck no longer holding shit in place. Either that or as you suggested, 25 secs after being beheaded he decided to stick his tongue out.
