I believe some tattoos are marks of different kinds of merit other than murder, like fastest potato peeler of '81 and such. Can't just send them off like that based on ink.

It's a whole detailed culture. Spider means thief, # towers like in st. basil's cathedral are individual sentences served in prison, the oskal, woman on chest = thieves of law initiate, woman on stomach = prostitute. Placement of tattoos is as important as the tattoos themselves. Much more rigid rules for "who can have what" than American prison tattoo culture.
