It's an air to ground missile and used for combat support. When you see a chopper firing them the target can be 8 to 11 km away.

The most common warhead for the Hydra 70 rocket is the M151 "10-Pounder," which has a blast radius of 10 meters and lethal fragmentation radius of around 50 meters so it can be really helpful. Some Apaches and Huey's and Cobra's carry them also.
