The NYPD has identified at least a half-dozen bikers linked to a motorcycle mob’s brutal attack on a Manhattan dad — including the crazed creep who yanked him from his family’s SUV and beat him as his terrified family watched, sources said.Police believe the thug who bashed in Alexian Lien’s driver’s side window with his silver bike helmet and then hauled him out of his car was Reggie Chance, 38, a law enforcement source said.

Police are asking for the public's assistance in identifying these two witnesses to the biker gang attack on Alexian Lien and his wife and child in Washington Heights. The two men are not suspects.

A lawyer for Chance, of Brooklyn, was negotiating his surrender to police Thursday night, sources said.The cops also released photos of a pair of civilian witnesses they are seeking to Sunday’s Henry Hudson Parkway attack as the probe of the 4-mile chase and beatdown stretched into its fifth day. The two middle-aged men are not suspects, but police believe they might be able to help them identify who did what in the frightening scrum.

The bikers caught up with Lien on W. 178th St., where they pulled him from the SUV and pummeled him in front of his wife and 2-year-old daughter.

Cruz was arraigned in Manhattan Criminal Court for charges stemming from the accident that allegedly sparked the wild chase that ended with a man pummeled in Washington Heights.

He remained at St. Luke’s Hospital on Thursday with an assortment of injuries, including two broken legs and spinal fractures.Lien’s wife, Rosalyn Ng, released her first public statement Thursday detailing how a quiet celebration of the couple’s wedding anniversary turned into hell on wheels. She sent her sympathies to the injured biker, but made it clear that her cornered husband had no other options.

Edwin Mieses, 32, is being treated for a slew of injuries that include broken legs and fractures to his spine, family said.

The man most seriously injured in an encounter between a swarm of motorcyclists and a family in an S.U.V. on the Henry Hudson Parkway in Manhattan on Sunday was playing the role of a peacemaker, his lawyer said on Friday.

As the motorcyclist, Edwin Mieses Jr., was trying to defuse the standoff, the S.U.V., a Range Rover, accelerated suddenly and ran him over, the lawyer, Gloria Allred, said at a news conference. Mr. Mieses’ back was broken in two places and he also suffered a torn aortic valve and a punctured lung, she said.

“Edwin Mieses did not do anything that justified Mr. Lien’s decision to drive his Range Rover over him,” Ms. Allred said, flanked by Mr. Mieses’ partner of 17 years, Dayana Mejia, and his father, Edwin Sr.

“He wanted to make sure that nothing happened to the driver and that any of the strong emotions anyone on their bikes might have had would be calmed down,” Ms. Allred said.

But in acknowledging that the situation required defusing and that Mr. Mieses was concerned about what might occur, she also seemed to acknowledge that the occupants of the S.U.V. had grounds for feeling threatened.

Ms. Mejia described Mr. Mieses as a devoted father of the couple’s two children and a generous man. “It tears me up that anyone could think that Edwin in any way deserves what happened to him,” she said in a statement.

Mr. Mieses had driven down from Massachusetts, where he lives, to join a large gathering of motorcyclists whose rides across the city are a regular Sunday occurrence. During such rides, it is not uncommon for the riders to commandeer entire roadways.

At one point, the occupants of the Range Rover — Mr. Lien, his wife and their 2-year old daughter — found themselves amid a large number of motorcycles. As a motorcyclist in front of them slowed, Mr. Lien hit him, prompting a brief standoff in the middle of the Henry Hudson Parkway. Other motorcyclists began to gather around the S.U.V. Mr. Lien’s wife, Rosalyn Ng, said that the family felt themselves to be in grave danger.

But Ms. Allred said that Mr. Mieses was trying to help defuse the situation at the moment he was struck down. He had pulled over, put down the kickstand of his motorcycle and walked into the roadway to do that, she said.

“He told everyone to move on and go back to riding and turned his back to the S.U.V. to start walking back to his own bike,” she said. “It was then, with his back to the S.U.V., and as he was in front of it, that he was run over and crushed. The S.U.V. ran right over him.”

Ms. Allred said her account was based on interviews with witnesses. She said Mr. Mieses was conscious and speaking with his family, but she declined to describe what he has said so far.

Official: NY undercover cop present at motorcycle rally, may have seen brawl and didn’t report

NEW YORK — Authorities are investigating whether an undercover police officer present at a motorcycle rally witnessed a violent confrontation between an SUV driver and a swarm of bikers and didn’t immediately report it, a law enforcement official said Saturday.

The officer came forward several days after the Sept. 29 rally to say he was present, according to the official, who was not authorized to speak publicly about the investigation and spoke to The Associated Press on condition of anonymity. The officer has an attorney, and internal affairs detectives are trying to determine whether he witnessed the assault on the SUV driver, the official said.

New York Police Department spokesman John McCarthy said a detective had been stripped of his gun and badge pending the outcome of an internal affairs investigation.

McCarthy said internal affairs was investigating the case and looking into whether any off-duty officers may have been present.

Undercover officers are required to immediately report being a witness to a crime. Uniformed officers are required to take police action if they see a crime occurring, but the rules are murkier for undercover officers who face blowing their cover, confusing civilians who don’t realize the undercover is really a cop and ruining yearslong investigations.

For example, Gescard Isnora, an undercover officer involved in the fatal police shooting of an unarmed man after his bachelor party in 2006, stepped out of his role and fired a shot as officers opened fire on Sean Bell and his friends. Isnora was fired and lost his pension after a departmental trial ruling that he should not have shot his weapon while undercover.

Last weekend, dozens of bikers stopped the Range Rover SUV on a highway, attacked the vehicle, then chased the driver and pulled him from the car after he plowed over a motorcyclist while trying to escape, police said. The driver, Alexian Lien, needed stiches after being pummeled by the bikers.

The motorcyclist who was crushed by the SUV, Edwin Mieses Jr., of Lawrence, Mass., suffered a broken spine and two broken legs and may never walk again, his family said.

Some of the encounter was captured on a camera mounted on the helmet of one of the bikers and was posted online. Investigators have been interviewing dozens of bikers and witnesses, but it still remains unclear how many people attacked Lien. On Saturday, police said two other motorcyclists were taken into custody and released a photograph of another man they say they want to question in connection with the attack.

Robert Sims, 35, of Brooklyn, was arrested on charges of gang assault and weapons possession. Police said he took part in the attack on Lien. There was no listed telephone number for Sims at the address where police said he lived.

He is the third person to face formal charges in connection with the attack, though the case against one of those motorcyclists was subsequently dismissed when prosecutors said they needed more time to investigate.

Police also detained another Brooklyn man Friday who they believed had participated in the attack. As of Saturday, formal charges had not been filed, authorities said.

Lien has not been charged. His wife said in a statement this week they feared for their lives as they drove off.

Mieses’ family held a news conference Friday with their lawyer in which they said that he wasn’t doing anything wrong when he was struck by Lien’s SUV. They acknowledged that Mieses had stopped his bike in front of the family’s vehicle but said he was trying to get the other riders to leave the family alone when he was hit.
